Summary
The government was permitted to cut off funding to any organziation after Congress finally agreed to pass Kennedy's Civil Rights Bill which was the result of much persuasion from Johnson. In turn, VISTA was created to combat poverty and the Voting Rights Act outlawed the literacy tests needed in order to register the vote.
